of Auckland’s

Regional Land Transport Plan

In August 2021, All Aboard Aotearoa filed for a judicial review of the Auckland Regional Land Transport Plan.

Auckland Transport and Auckland Council approved the Regional Land Transport Plan (RLTP) in 2021. However, the plan allowed for a 6% increase in emissions over the coming decade where Te Tāruke-ā-Tāwhiri: Auckland's Climate Plan calls for a 64% decrease in emissions by 2030.

All Aboard Aotearoa is challenging the decision and believes the plan needs to be re-visited in order to substantially reduce CO2 emissions from transport.

What is the RLTP?

The RLTP is the 10-year plan for Auckland’s transport network. It details the areas that Auckland Transport, Waka Kotahi NZ Transport Agency and KiwiRail will focus on to respond to our region’s transport challenges. It also outlines the proposed 10-year investment programme for specific transportation projects.

The content of the RLTP is guided heavily by a number of central and local government policies, strategies and decisions.

What’s the problem?

Te Tāruke-ā-Tāwhiri: Auckland's Climate Plan suggests that to achieve our climate goals, we need a 64% decrease in transport related greenhouse gas emissions, compared to 2016 levels, by 2030.

The Proposed RLTP would instead see an increase of 6% over the next 10 years.

Judicial Review of the RLTP

A judicial review examines whether a public or private body acted within the powers given to them by law.

All Aboard Aotearoa seeks a declaration that Auckland Transport and the Council have acted unlawfully in relation to the Regional Land Transport Plan 2021-2031, and requires that a new plan be prepared and submitted.

Despite the fact transport accounts for almost 40 percent of Auckland's emissions, Auckland Transport and Auckland Council have produced a plan that provides for virtually no reduction in these emissions.
